A victim parked her 1998 Dodge Stratus in Lot #26 and as she and the suspect (name known) exited the vehicle, the suspect took her car keys and left the lot with her vehicle. The victim contacted the suspect by phone who stated that he would return the vehicle by 1700 hours, which he failed to do; investigation continues.
